Posting Standards and Job-Seeker Safety
Horizon Job Connect is committed to providing a useful and professional place for Canadian employers to advertise genuine opportunities and for job seekers to explore work across Canada.
These standards explain what employers and representatives must provide, what content is prohibited, how Horizon Job Connect may respond to concerns and how job seekers can protect themselves.
Our Role
HorizonJobConnect.com is an independent online job-posting platform. We provide tools that allow employers to publish advertisements and job seekers to search and apply.
Horizon Job Connect is not:
- the employer named in an advertisement;
- a staffing or recruitment agency;
- a government website;
- an immigration or legal service;
- responsible for interviewing or selecting applicants; or
- able to guarantee an interview, job offer, successful hire or result under any external program.
Employers and job seekers are responsible for their own communications and employment decisions.
Standards for Every Job Advertisement
Every advertisement must describe a genuine position that is currently available and authorized by the named employer.
Employers must provide accurate and consistent information, including:
- the employer's operating name;
- the employer's business address;
- the position title;
- the number of vacancies;
- the main duties;
- the actual city or town and province or territory of work;
- whether the job is permanent, temporary, seasonal or contract;
- whether it is full-time or part-time and the expected weekly hours;
- the wage or salary range and relevant additional compensation;
- benefits, where applicable;
- the language of work;
- required education, experience, licences, certifications and skills; and
- a working public contact or application method.
The information entered in structured fields must agree with the written description. An advertisement must not use an unrelated title, location, occupational classification, employer name, wage or expiry date.
Employer Identity and Authorization
The business offering the employment must be identifiable. Employers must not use placeholder names, misleading abbreviations or another organization's identity.
A consultant, recruiter or other representative posting for a business must:
- have the employer's permission;
- identify the actual operating employer;
- provide accurate employer and position information;
- comply with applicable authorization, licensing and recruitment rules; and
- provide confirmation of authority if requested by Horizon Job Connect.
Horizon Job Connect may pause or remove an advertisement when employer identity or posting authority cannot be reasonably confirmed.
No Fees for Job Seekers
No employer, representative or other user may charge a job seeker merely to:
- view or apply for an advertised position;
- attend an interview;
- receive a job offer; or
- secure access to a vacancy posted on Horizon Job Connect.
Employers and representatives must not recover their advertising, recruitment, administrative or professional costs from a job seeker where doing so is unlawful.
Prohibited Job-Posting Content
Horizon Job Connect does not permit:
- fake or nonexistent vacancies;
- test records or placeholder advertisements on the public site;
- misleading employer identities;
- false, contradictory or materially incomplete job information;
- advertisements for positions that are already filled or no longer available;
- requests for payment in exchange for an application or job offer;
- requests to receive, hold or transfer money through an applicant's account;
- deceptive work-from-home, cheque-processing or equipment-purchase schemes;
- unlawful or discriminatory requirements;
- misleading wage, location, hours, duties or qualification information;
- collection of candidate information for unrelated marketing or other undisclosed purposes;
- impersonation of an employer, employee or government body;
- malware, harmful links or deceptive redirects;
- advertisements for unlawful activity; or
- content that violates the Terms of Use or applicable law.
Accuracy and Updates
Employers must review their advertisement after publication and correct errors promptly. A listing must be closed when the position is filled, withdrawn or no longer available.
Renewing a package must not be used to disguise an old or unavailable position as a new vacancy. The original posting date, later updates and closing status should remain accurate.
If compensation, duties, location, hours, qualifications or application instructions change materially, the public advertisement should be updated and applicants who are already in the process should receive accurate information.
How Horizon Job Connect Reviews Content
Horizon Job Connect may use automated checks, manual review or requests for additional information to identify incomplete, inconsistent, suspicious or potentially unlawful content.
Depending on the issue, Horizon Job Connect may:
- request clarification or correction;
- delay publication;
- temporarily pause an advertisement;
- remove an advertisement;
- restrict or close an account;
- preserve relevant records where required; or
- cooperate with lawful requests from appropriate authorities.
The absence of a warning or removal does not mean that Horizon Job Connect guarantees an employer, advertisement or job offer. No screening process can eliminate every risk, and job seekers should independently evaluate employers and communications.
What Employer Verification Means
Any verification label should describe only the specific checks actually completed. For example, Horizon Job Connect may confirm an email address, business identity, contact information or authority to post.
A verification indicator does not guarantee:
- that every statement in an advertisement is accurate;
- that the job remains open;
- that an employer will contact or hire a particular applicant;
- the quality of the workplace; or
- the outcome of any private or government process.
If Horizon Job Connect does not complete documented identity checks for every employer, the website should not describe all employers or all opportunities as "verified."
Safety Guidance for Job Seekers
Before applying:
- read the complete advertisement;
- confirm that the title, duties, wage and location are consistent;
- research the employer using independent sources;
- compare the contact address with the employer's official website;
- be cautious with interviews conducted only through text or encrypted messaging apps; and
- ask questions if the duties, schedule or compensation are unclear.
Never:
- pay for access to a job or job offer;
- send money, gift cards or cryptocurrency;
- deposit a cheque and return part of the funds;
- let someone use your bank account to move money;
- disclose a password or verification code;
- provide banking information merely to apply; or
- send unnecessary identity documents to an unverified contact.
An employer may need payroll and tax information after a legitimate offer and onboarding process. That does not mean sensitive information should be requested at the first application stage.
Protecting Personal Information
Employers and representatives must use applicant information only for legitimate hiring purposes connected to the advertised position. They must protect it from unauthorized access, use or disclosure and retain or delete it according to applicable law.
Job seekers should review Horizon Job Connect's Privacy Policy before creating an account, building a resume or submitting personal information.
How to Report a Job or Employer
If an advertisement or message appears suspicious, stop communicating and do not send money or additional personal information.

Include, where available:
- the Job ID or advertisement URL;
- the employer name;
- a brief explanation of the concern;
- the date and method of communication; and
- relevant screenshots with unnecessary sensitive information removed.
Horizon Job Connect may review the report and take action permitted by its Terms of Use. For privacy and security reasons, the platform may not be able to disclose every review detail or account action.
If you believe you have lost money, experienced identity theft or received threats, contact the appropriate police, financial institution or Canadian anti-fraud authority promptly.
Corrections and Employer Questions
An employer that notices an error should correct the advertisement through its dashboard or contact support. An employer whose posting has been paused or removed may provide accurate information and request a review, but republication is not guaranteed.
